Over the past several years, Moline–Coal Valley School District 40 in Illinois has developed and implemented a districtwide improvement approach that integrates organizational-conditions data, student growth data, and replicable adult learning routines. Rather than treating climate, culture, instruction, and academic growth as separate improvement priorities, the district has worked to connect them into a coherent operating framework. This case study details how Moline–Coal Valley uses the 5Essentials Survey and NWEA® MAP® Growth™ together to diagnose needs, monitor progress, recognize success, and scale promising practices across schools.
The district’s approach is organized around several mutually reinforcing components. PACE (People, Achievement, Community, and Environment) provides a coherence structure for district and school planning. The 5Essentials Survey provides a diagnostic lens on the organizational conditions that support improvement. MAP Growth provides repeated evidence of student achievement and growth. Implementation routines such as Mapping Success, learning walks, and rubric-based feedback help educators translate data into action. Together, these components form a system for moving from data review to collective learning.
